Really gen. Apion. Determination after this photo is difficult, ergo my tip only  : male of Apion rubens ( cf. http://www.biol.uni.wroc.pl/cassidae/Co ... rubens.htm - on photo is female )One request: lenhgt 3mm is total lenght or leght without rostrum. In literature is usually lenght without rostrum .

Hi Petr! Thank you for your big tip  Total lenght is 2,8 mm....I rounded up  Obviously rostrum is after the eyes...I suppose
