Those pictures are not of the same specimen, are they?
If so, I think we should split this topic, because they seem to be of two different species.
After that I'll try to give you an answer (and hope someone else, with more expertise, in the meanwhile will notice your message).

My tought was that this could be actually Cixiux nervosus, and Danilo (halobates) told me privately that he agrees with me.
Probably later he'll add some notes on the determination.

:) Premise: the determination of Cixius you have only by examining the male genitalia.

However, looking at the drawing of the wing there is a distinct median bar.

We are in the presence of : Cixius nervosus (Linnaeus, 1758)
