When I follow the key in the revision of the genus, I reached Ophonus (s. str.) jailensis. The aedeagus is very similar in the apex but the area the where the arrow is indicating, is higher in this specimen. But is it still O. jailensis?

hi, the area indicated with your arrow is the ostium, i.e. the opening of the aedeagus, and the "elevation" you notice is a part of the inner sack of the aedeagus protruding beyond the ostium

irrespective of whether or not it is actually bright blue, anyway your specimen is obviously an Hesperophonus
