This is from July, about 20mm, found in the Picos Mountains, Spain. Any suggestions welcome! Matthew

Matthew, where are Picos Mountains in Spain ? It is, very likely, a male of Stenurella hybridula (Reitter, 1901) an endemic species, close to S. melanura, from the Iberian Peninsula (recorded from both Spain and Portugal).
