It belongs to subgenus Pseudotiorhynchus, as I think. Very similar but not identical, to Otiorhynchus (Pseudotiorhynchus) jelineki Magnano, 2004. I have the key of the species for this subgenus (from Davidian & Savitsky, 2015), but it is in russian language, very difficult for me... George

NEW OR LITTLE-KNOWN TAXA OF THE WEEVIL SUBGENUS PSEUDOTIORHYNCHUS, GENUS OTIORHYNCHUS (COLEOPTERA,CURCULIONIDAE) FROM KAZAKHSTAN, TURKMENIA AND IRAN. Came to the conclusion, it looks like Otiorhynchus (Pseudotiorhynchus) jelineki Magnano, 2004.
